Dans les années 1980, Hippolyte Girardot est employé par une mairie communiste de banlieue parisienne pour développer des ateliers de cinéma dans le sillage de la culture pour tous. Il découvre des petits délinquants et un monde qu'il ne connaît que par le cinéma. Il décide de les faire tourner dans un film avant que ses bobines ne soient un jour dérobées.
