Dans les années 80, Val Waxman (Woody Allen), réalisateur new-yorkais aux deux Oscars, est au sommet de sa gloire. Depuis lors, sa carrière n'a fait que décliner le rendant totalement inadapté au marché actuel du cinéma. A Hollywood, les plus charitables le traitent "d'artiste ", d' "intello" ou de "perfectionniste maniaque" ; les autres ne voient en lui qu'un fauteur de trouble, un nombriliste névrosé, un enquiquineur patenté et un incurable hypocondriaque. Cantonné à la réalisation de spots publicitaires, Val vient d'être viré de son dernier tournage au Canada. II se sait au bout du rouleau. C'est alors que son ex-femme, Ellie (Téa Leoni), lui offre une chance inespérée de se refaire. Elle suggère au puissant producteur hollywoodien, Hal Yeager (Treat Williams), son patron et amant, de confier à Val la réalisation d'un film de 60 millions de dollar, "The CityThat Never Sleeps", une ode à sa ville favorite : NewYork... Poussé par son agent Al Hacks (Mark Rydell), Val emporte de justesse le contrat. Mais, une "petite complication" surgit à la veille du tournage...
